If you set 'snap off', the track that you connect will no longer be rotated and shifted into position. It will just be dropped whereever you release the left mouse button.
If any endpoint is 'in range', the dropped piece will be connected to it automatically. Whether it is 'in range' or not depends on the tolerances that you have set, for both distance and angle. Hope this helps.
