I am unable to find any "attach file" tab when replying to a msg???

I believe it's because you may have used the "Quick Reply" window when replying. Try clicking on the "Reply" button right below the post you are responding to, in order to get the full functionality in your response with an attach box. I've done the exact same thing and wondered where the attach file was.

Okay, I found that but, it looks like when sending in P/M there is no option...

I assume you mean private messages? Most discussion forum software do not allow that to limit spam/harassment etc.
