"Send to Front" does not always work

I'm very much a newbie on Anyrail, so excuse me if I have missed something obvious.

I have added a number of Surfaces to my layout plan to represent roads, canals, platforms and the like. And on at least 50% of occasions, I have no difficulty getting them to appear in front of or behind the tracks, as I want. But in at least two places on my current project, the surface insists on staying behind some track which intersects it, no matter how much I Bring Forward or Bring to Front the surface, or Send Backward or Send to Back the track.

Where am I going wrong?

These functions work within the same 'height'.

So if for two items you've set a different height, the one is always drawn on top of the other.

But how do you set a "height" for a surface - in fact for anything other than track?

Select it by clicking on its surface, and set in on the ribbon (top menu).
