On a new 6x4 ft OO layout, I intend to do cork base, track and then ballast, but as the board will need to be stored out of the way at times, stood against a wall, I am concerned the ballast coming off might be an issue? I will follow the soaking, then dilute pva way of gluing it down, but how solid is it when it's set for moving?

Any tips / advice appreciated.

I am not sure off the translation, but using bookbinding glue works very good. It remains a little elastic and penetrates a little into the cork. Also a rubber based sealer can be used for the same reasons.
it is necessary to dry thoroughly before before moving it.
If normally stored it won't come loose, but you must avoid bumps and collisions.

That method sets up as solid as it gets. Digging out the track and scraping off the ballast when changes are due will be the proof.  :o  ;D
