Section Names are different size fonts ?

Does anyone know if the individual Section Names are auto font sized by AR for space reasons?
Also if I wanted to change option setting for Sections will it change all existing sections ?

I would also like to change the position of the section names on the drawing as sometimes its hidden by track.
