Copy from one plan to another

I would like to be able to copy a section of track from one of my plans to another so I don't have to rebuild it on the new plan. I was under the impression this was possible but when I highlight the area to move, the copy command is grayed out. Am I doing something wrong?

1. Using your mouse cursor, highlight the area to be copied.
2. Click the Home tab.
3. Select Copy.
4. Open your new file and select Home tab.
5. Select Paste.
