I don't see an import layout plan function in the AnyRail menus ...

No, that's not possible. You will have to redraw it in AnyRail.

Yes, you have to redraw it in AnyRail.

What you can,if you can export the XtrackCAD drawing to a JPG file, then you can import it into AnyRail as a background image and resize it. Just make sure you have some kind of scale rule in the JPG drawing to help you match the grid in Anyrail.
Then you can lay the track over the JPG file.
Will take some trail and error to get it right.
I have done this with 3rd planet.
