Anyrail 7.0.14 - Duplicate layers

I've been working on a layout and I noticed I am getting duplicate layers. They are named the same and if I toggle one, the other shuts off. If I delete one, the other stays, but all tracks are removed. I have attached a screenshot of the layers window. Notice I have Main 3, Turntable 2, and Yard 2 duplicated.  I only set up one layer for each

FWIW I updated to to version 7.0.17 and it appears to no longer be an issue
