Layout with hidden lower level staging

So what is the current best method to drawing in a table top for a layout with a hidden lower level staging yard that will show up appropriately in 3D?  If I put the table top at the hidden lower level is there a way to make it so the main level tracks don't try to extend their "ground" down to the table top of the lower level?  If I put the table top at the height of the main level, is there a way to visualize the lower level properly yet?

Normally, you'd set the track for the hidden lower level staging to 'hidden'.
In the 3D view, it appears under the 'ground'.
It will be floating in the air though.
