I don't know how long this feature has existed as I just discovered it, but if you are zoomed into your drawing and you hold down the right mouse key and start moving the mouse in any direction the cursor will become a "hand" and you can then move your drawing in any direction you want without having to go back and forth with the scroll bars. This is very similar to the way most popular design and cad programs work (although most of them you hold down the left mouse key and drag your drawing around) and I never knew it existed.

Yes, this is one way to get around. It's called panning.
So:
Mousewheel to scroll vertically
SHIFT + Mousewheel to scroll horizontally
CTRL + Mousewheel to zoom
Right mouse button down and move to pan

If you untick 'CTRL to zoom with mouse wheel' in File/Options/General, you can zoom without CTRL, but to scroll you need to press CTRL. So the function of CTRL is inverted.
