Lines and Objects and Z-Axis

I working on a layout design and I am running into a problem where I am using lines to represent roads and/parking lots.  Up until today, I have had no problem using layers to group the items I put on the layout and maintain their "Z-axis" precedence (buildings over lines) regardless of layer.  For example, I have a layer that contains the roads and their markings.  Then I have a layer that contains the buildings.  In the past, I could easily use the Send to back, Send backward, Bring to front, and Bring forward buttons to get the builds to be on top of the lines (i.e. making sure the edge of the build is over the parking lot that boarders the building).

I have found that updating the elevation on the item seems to correct the issue.  I think a wish-list item I would like to have is a "Z-axis" list that can be used to move the items up or down in the list.

All items are drawn in order of height (the ones with the lowest height first).
When two items have the same height, you can change the drawing order using the 'Send to back' etc. functions.

The layers are just collections of items and don't determine the drawing order.
