Locking Layers

Layers are a powerful tool for plan designing. Visibility controls allow us to focus on certain aspects of a plan, or create layers where useful "meta data" resides that we don't necessarily want to show up in the final print. I think one more option would add even more power: layer locking. The UI controls would be very similar to layer visibility, but when a layer is locked, objects on that layer cannot be manipulated, regardless if they are visible or not.

An example would be an outline around the layout. We might want this to remain visible, but be able to manipulate nearby objects without accidentally selecting or modifying the outline.
